## Selection rule

If the task clearly matches a primitive, call it directly. If uncertain, call signal_layer_router first. It is free and may return no_match.

0. signal_layer_router — FREE. USE WHEN the task is known but the correct SignalLayer primitive is uncertain. Returns a recommended tool, current price, missing inputs, and ready-to-call HTTP/MCP arguments.

1. agent_preflight — USE BEFORE spending or interacting with an unfamiliar paid resource or Base address. Returns PASS/CAUTION/BLOCK-style decision data, payment/resource mismatches, live evidence, warnings and freshness. Price: $0.01.
2. market_execution_intel — USE BEFORE an exact-in ERC-20 swap on Base when current execution conditions matter. Returns live quote-derived output, network cost, size-impact estimate, evidence, warnings and a decision verdict. Price: $0.03.
3. structured_extract — USE WHEN facts exist on a public webpage but structured JSON is required. Returns requested fields only, field-level evidence/confidence and partial-result signaling. Price: $0.02.

Do not use agent_preflight for trading analysis.
Do not use market_execution_intel for generic historical prices or investment advice.
Do not use structured_extract for generic web search or already-structured data.
